A group of common people who live in and around the area of Resembool. While they do not openly oppose the State Military, many of them have less than positive opinions about the government.
Community Leader: The Leader of the C.C.A.
Deputies: They act as liaisons between the C.C.A leader, and the state military.
Alchemists: Many common Alchemists who do not have a State qualification are members of the C.C.A.
Rogue Chimeras: A few human based chimeras in hiding pose as members.
